Mojo- ARGH!

This is my lovely dog- Mojo. He is a total sweetheart, all he wants to do is sit on your lap & be close to you.
However, he isn’t house trained. *SIGH*
He was a stray that we took in. He is about a year old so we knew it would be difficult to train him as he already has bad habits.
I have tried & tried & now feel totally bewildered by him. Sometimes he whines at the door & then I come down to let him outside but I don’t make it in time. Then other times he doesn’t make a noise other then the tinkle of urine hitting the tiled floor.
What am I to do? How can I train him?!
I am just bewildered. He knows he is doing something wrong when he pees in the house because I go ‘MOJO’ & he puts his ears down & looks at me with sad eyes.
I just want him to be trained. But I am losing patience… Help
